Is Forex Trading Legal in the UAE? CMA, DFSA and FSRA Rules (2026)

By Mike Clarke · Updated 2026-11-05

Short answer: Yes. Forex and CFD trading is legal for residents of the UAE, and there's no rule stopping you from opening an account with a broker abroad. What changes your protection is who licenses the broker you sign up with. A UAE licence (from the CMA on the mainland, the DFSA in Dubai's DIFC, or the FSRA in Abu Dhabi's ADGM) means a local regulator you can complain to. An offshore licence usually doesn't.

Of the 67 brokers we rate, 16 list a UAE licence somewhere in their group. That's the number to keep in mind: most brokers that market to UAE traders aren't licensed here.

Three regulators, three zones

The UAE doesn't have one financial regulator. It has a federal one for the mainland and two for the financial free zones, each with its own rulebook.

Regulator Where it applies Brokers we rate that list it
CMA (Capital Market Authority, formerly the SCA) UAE mainland, federal 7
DFSA (Dubai Financial Services Authority) Dubai International Financial Centre (DIFC) 6
FSRA (Financial Services Regulatory Authority) Abu Dhabi Global Market (ADGM) 3

The federal Securities and Commodities Authority became the Capital Market Authority under the new capital markets law that took effect on 1 January 2026. You'll still see "SCA licence" on many broker sites. It's the same regulator.

The DFSA and FSRA are independent regulators set up for their free zones. Both are generally treated as strong regulators, closer in style to the UK's FCA than to an offshore registry. See our regulation tiers guide for how we weigh licences.

Which brokers we rate hold a UAE licence

These are the 16 brokers in our database that list a UAE licence, sorted by our verdict score. Trustpilot figures are reviews written from the UAE, from the same data on each broker's page.

A handful of UAE reviews is a thin sample. A single angry review drags a small average to 1.0, so read the reviews themselves before drawing conclusions. The full ranking, with payout and safety scores, is on our best forex brokers in UAE page.

The catch: group licence vs your account

A broker group listing a DFSA or CMA licence doesn't mean your account sits with that entity. Large groups run several companies, and the one that onboards you depends on the website you sign up through, the account type and sometimes the leverage you pick.

Check three things before you deposit:

  1. The entity named in your client agreement. It should be the UAE company if you want UAE protection.
  2. The licence number. Look it up on the regulator's own public register (CMA, DFSA or FSRA), not on the broker's site.
  3. The leverage on offer. Several brokers in the table above list maximums of 1:1000 to 1:5000 on their global sites. If you're offered leverage like that, ask which company is offering it and whether that's the one holding the UAE licence.

Offshore brokers: legal, but on your own

Trading with a broker licensed only abroad (Seychelles, Mauritius, St Vincent and so on) isn't illegal for a UAE resident. The problem is recourse. If an offshore broker delays withdrawals or cancels profits, no UAE regulator can step in, and the offshore regulator may not act either.

Withdrawals are where this bites. Our withdrawal problems guide covers what to do if a broker stalls, and every broker page shows its stated withdrawal times and complaint flags.

Also watch for unlicensed "account managers" on WhatsApp and Instagram offering to trade for you. Managing someone else's money is a regulated activity in every zone. If they can't show a licence on a regulator register, walk away.

Islamic (swap-free) accounts

Many UAE traders want swap-free accounts. Of the 67 brokers we rate, 23 say they offer Islamic accounts, including five of the UAE-licensed brokers above (Tickmill, FXTM, XM, Noor Capital and VT Markets). Swap-free accounts often swap overnight interest for a fixed admin fee after a set number of days, so read the terms rather than the label.

Tax

The UAE has no personal income tax, so individual traders don't pay income tax on forex profits in the UAE. Two caveats: if trading is run through a company, UAE corporate tax rules may apply, and if you're a tax resident of another country too, that country may tax your gains. Check with an adviser if either applies.

So, is it legal?

FAQ

Is forex trading legal in the UAE?

Yes. Forex and CFD trading is legal for UAE residents. Brokers serving the mainland need a Capital Market Authority (CMA, formerly SCA) licence; brokers in the DIFC are licensed by the DFSA and in ADGM by the FSRA.

Who regulates forex brokers in Dubai?

The DFSA regulates firms in the Dubai International Financial Centre. Brokers operating on the Dubai mainland fall under the federal Capital Market Authority (formerly the SCA).

Is the SCA the same as the CMA?

Yes. The Securities and Commodities Authority became the Capital Market Authority under the federal capital markets law in force from 1 January 2026.

How many brokers are licensed in the UAE?

Can I trade with an offshore broker from the UAE?

Yes, it isn't prohibited, but a UAE regulator can't help you if the broker refuses a withdrawal. Check the entity in your client agreement.

Do UAE residents pay tax on forex trading profits?

There is no personal income tax in the UAE, so individuals don't pay UAE income tax on trading profits. Company structures and other tax residencies can change that.
